On March 30, 2026, a landmark agreement was solidified in Dulag, Leyte, as the Local Government Unit (LGU) and Eastern Visayas State University (EVSU) officially entered into a Deed of Usufruct. This collaboration marks a pivotal step toward expanding educational accessibility and fostering regional development.
The agreement was formalized at the Municipal Hall of Dulag by Mayor Jade A. Agullo and EVSU President Dr. Dennis C. De Paz. Under the terms of the deed, the LGU has granted the university the right to utilize a substantial 41,530-square-meter property situated in Brgy. Rawis, Dulag.
This strategic land grant is designed to facilitate the university’s physical and programmatic expansion. By establishing a presence in this new location, EVSU aims to enhance its capacity to deliver high-quality, responsive academic programs and community-centered services directly to the people of Dulag and its neighboring areas.
This partnership is more than an infrastructure development; it reflects a shared vision between the municipal leadership and the academic institution to invest in human capital.
